A regulator is not a must. But to get the most out of your solar panels it's recommended to have one. Depending in which type of regulator you get you can have different benefits. As Paepi said, his regulator steps the voltage up to a good charge voltage for the batteries, but looses amps which will result in a longer charge.
Say you have a 12v system. Then you mount 12v panels, they will have an output of 16-19v. The regulator then regulate the voltage down to 13.2-13.9, will win some amps, which is a good charge voltage. The regulator will also take care of the charge cycle, so the batteries get the smoothest and best charge, which will increase the health of the batteries.

And Paepi, of you planning on changen solar panels sometime, I would recommend 24v panels with athe right regulator. Better to regulate the voltage down then up.
